Retouching programs like this are great for quick fixes and even some finer, more complex tasks. As commenter #1 said, "you can't hide all your imperfections", but this program is especially good for particular situations:

You make have awakened with a brand new pimple on picture day and don't care to have it be the showstopper. You're taking photos on the cheap for a friend's wedding and need some quick easy retouching -- do it for the future grandkids. In case of loss, you want your loved one's final image to be the very best representation of them. Not to mention it's a basic photo editor even for non-retouching jobs.

Of course you cant hide all your imperfections in the real world so keep that in mind if you are using for dating photos as an example, but this is an excellent program that lets you fix up your photos and was one of the few I found that produced excellent results. It also included demos to help get started which really helped since I was new to doing work on photos and had less learning curve than many which generally were too complicated. Being able to retouch the skin such as black circles under the eye, smooth wrinkles, delete skin blemishes/birthmarks/acne, bleach teeth, and even can mess around a bit with face and body adjustments. The beauty guide version of the program is actually the same cosmetic guide program given away here but also adds tools from Makeup Guide (apply lipstick, rouge, eye shadow, and powder; line eyelids; and change eye color to the image) should someone need those added features but otherwise this program has everything you could need for touching up your photos and works.
